Civil laws are taxes, road rules, and governmental proceedings, nothing that are immoral in nature.
Please consider Jesus' reply as to whether His disciples should pay taxes:
Mat 22:21 They said, "Caesar's." Then he said to them, "Therefore render to Caesar the things that are Caesar's, and to God the things that are God's.
So whenever they don’t interfere, we are commanded to obey government’s law.
< Yes. Submit to the laws.
I Peter 2:13 "Submit yourself to every ordinance of man . . . to the king, as supreme; Or unto governors."

Acts 5:29 "We ought to obey God rather then men."< STRONG This only applies if it interferes with God's laws.
