If you create a good car, and have a person drive the car, that person has free will and is responsible for the car. You give him rules and commandments to follow to take good care of the car and to have a good relationship with you. Say this person, by his freewill, doesn't follow the rules and gets into an accident. Does this mean you are responsible for the accident?
Also, if this were a serious situation, since the person violated you, you may wish to punish him. The punishment may be permanent loss of a job. Or in the case of a spy, death due to betrayal.

Freewill to do good or evil is mysterious. How it can be created is beyond comprehension. But it doesn't mean God created evil.
